HOME Investment Partnerships Program

Maricopa County administers affordable housing programs funded by a grant from the U.S. Department of Housing and Urban Development (HUD). The HOME Investment Partnerships Program (HOME) was enacted on September 16, 1996 to strengthen public-private partnerships and to expand the supply of decent, safe, sanitary and affordable housing, with primary attention to rental housing, for very low-income and low-income families. Funds are allocated by formula among eligible State and local governments.

Incentives & Support


HOME funds may be used to provide incentives to develop and support affordable rental housing and home-ownership. Activities include acquisition (including assistance to home buyers), new construction; reconstruction; or rehabilitation of modest housing with suitable amenities, including real property acquisition, site improvements, conversion, demolition and other expenses, including financing costs; relocation expenses of any displaced persons, families, businesses, or organizations; to provide tenant-based rental assistance, including security deposits; to provide payment of reasonable administrative and planning costs; and to provide for the payment of operating expenses of community housing development organizations. The housing must be permanent housing.

HOME Consortium

 
Maricopa County receives HOME Program funds each year through the Maricopa HOME Consortium. Each member of the Consortium receives a pro rata share of the HOME funds annually on July 1. Consortium members consist of Avondale, Chandler, Gilbert, Glendale, Peoria, Scottsdale, Surprise, Tempe and the Maricopa Urban County.

Funds allocated to the Maricopa Urban County can be used in the municipalities of Buckeye, El Mirage, Gila Bend, Goodyear, Guadalupe, Litchfield Park, Queen Creek, Tolleson, Wickenburg, Youngtown, and the unincorporated areas of the County.
