Report an Air Quality Concern or Violation

The Maricopa County Air Quality Department (MCAQD) relies on citizens to assist in regulating air quality within Maricopa County. If you observe a potential violation of air quality or dust control standards, please use one of the following options to submit a complaint form. If the situation is an emergency, please call 9-1-1.  

• The MCAQD hotline is 602-372-2703 and is monitored from 8:00 a.m. -  5:00 p.m. Monday - Friday, with voicemail available outside of business hours.
• Use the Smoking Vehicle Complaint Form to report smoking vehicles.
• Use the Air Quality Violations Report Form to report dust from construction sites or vacant lots, improper gaseous emissions from businesses, illegal surface coating or painting, or illegal burning on a No Burn Day. 

Please keep in mind that MCAQD only has jurisdiction within Maricopa County. There are specific issues MCAQD does not have authority over, such as private dirt roads, sewer odors, noise, fire hazards, businesses operating out of homes, or indoor air quality concerns. 

• If your complaint concerns a private dirt road, please be aware that government agencies are prohibited from performing maintenance or enforcement actions. The property owner(s) adjacent to the private dirt road are responsible for addressing maintenance or dust control issues. Additional information can be found at Maricopa.gov/788.
• For sewer odors, noise, fire hazards (such as dry vegetation), and businesses operating out of private homes, please contact your local government agency. 
• For indoor air quality issues such as unsafe, uncomfortable, working, and living conditions that may include mold, odorous, or dusty conditions, contact the Arizona Division of Occupational Safety and Health (ADOSH) by calling 602-542-5795. 
• Any reports of concerns or violations outside of the Maricopa County boundary must be directed to the Arizona Department of Environmental Quality (ADEQ).
