Community Services
Having a safe and stable place to live is the foundation of health and well-being for all of us. Yet we know that this foundation can be destabilized when life’s storms hit hard, such as the loss of a job or an unexpected medical bill.
The Community Services Division’s goal is to help families weather difficult circumstances and restore emotional, social, and economic well-being. Through our Community Action Program, we work closely with local governments and community-based partners to make this a reality by providing essential utility and rental assistance.
COVID Crisis Rental Assistance
With funding from the CARES Act, the Human Services Department is providing COVID Crisis Rental Assistance (CCRA) to Maricopa County households experiencing financial hardship during the COVID-19 Pandemic. Maricopa County households living outside the cities of Mesa and Phoenix may be eligible for assistance.

COVID Crisis Utility Assistance

Rental & Eviction Prevention Assistance Program
Launched by the Arizona Department of Housing, the Rental and Eviction Prevention Assistance Program (REPAP) is available to Arizona residents financially impacted by the COVID-19 Pandemic.

Community Development Block Grant Rental & Utility Assistance
Maricopa County residents experiencing financial hardship due to the COVID-19 Pandemic may be eligible for Community Development Block Grant Rental and Utility Assistance from the Human Services Department. Assistance is available for residents living in select communities of Maricopa County.

Non-COVID Rent & Mortgage Assistance
Maricopa County households seeking assistance with their rental deposit or their monthly rent/mortgage payment may qualify for assistance from the Human Services Department. Maricopa County households living outside the cities of Glendale, Mesa, and Phoenix may be eligible for assistance.

Our Funding
The Community Services Division is the designated Community Action Agency to serve Maricopa County under the Community Services Block Grant Authorization Act of 1998, exclusive of the cities of Glendale, Mesa, and Phoenix.
We are funded through a combination of local, state, and federal funds. The Community Services Block Grant serves as our core funding, which is leveraged for the administration of direct financial services as well as the attainment of additional funding.
